 Administrative Provisions on Graduation Practice   of International Students

留学生毕业实习是我校医学教育的一个重要阶段,根据卫生部《关于高等医学院校临床教学的暂行规定》,为有序地实施我院留学生毕业实习管理,以保障留学生实习教学计划的圆满完成,特制定本办法。

The graduation Internship of foreign students is an important stage of medical education in our university. For the purpose of orderly implementing the management of graduation Internship of foreign students, ensuring the Internship teaching plan of foreign students in the successful completion, these provisions are hereby formulated in accordance with the Ministry of Health "Provisional Regulations on Clinical Teaching of Medical Colleges and Universities ".

第一章     实习要求

Chapter one  Internship Requirements

第一条  留学生毕业实习过程中,必须遵守中国的宪法、法律、法规,遵守学校的各项规章制度。

Article 1  In the course of graduation Internship, foreign students shall abide by the Chinese constitution, laws and regulations, and obey the rules and regulations of the university.

第二条  留学生实习期间不得从事与实习无关的任何工作,如非法就业等,一经发现,即报公安局,开除处理。

Article 2  During the Internship, foreign students shall not engage in any work unrelated to the internship , such as illegal employment , etc., Once found, it will be reported to the Public Security Bereau, and get dismissed.

第三条  留学生进入医院以后,必须自觉地服从医院的领导与管理,认真接受带教老师对其进行的医疗技术及医德、医风的训练,自觉遵守实习纪律,遵守医院的各项规章制度及各种诊疗操作常规,不断克服实习工作中的实际困难,勤奋学习,圆满完成毕业实习任务。

Article 3  After registering in the hospital, foreign students must obey the leadership and management of the hospital consciously, accept the training of medical technology and ethics from Supervisor earnestly, abide by the internship disciplines, the rules and regulations,  conventional hospital treatment operations, and overcome the difficulties in internship work, study hard to fulfill the task of graduation practice.

第四条  实习期间不得酗酒闹事,严禁打架斗殴,严禁赌博吸毒,严禁收受病人红包或向患者索要财物,同时工作期间不准吸烟,违者按照有关规定严肃查处。

Article 4  During the internship, alcohol abuse, fighting, gambling and drugs are prohibited. It is forbidden to receive red envelopes filled with money or claim property from patients. Besides, smoking is not allowed during the work. Violators shall be investigated and dealt with severely in accordance with relevant regulations.

第五条  严格按照科室编排的值班时间及内容实习,不得擅自调班和更换实习科目和实习计划,不得随意变更或交换实习医院。

Article 5   Foreign students must abide by the duty-hour and the content arranged by the department strictly. Students cannot change the duty-hour or replace the internship subjects and plans without permission, and may not change or exchange the hospitals at will.

第六条  在医疗工作中,必须认真执行请示报告制度,严格遵守带教老师的指示,不得擅自开处方、单独处理病人及签署会诊单、手术通知单和各种证明书。未经带教老师批准,不得擅自动用仪器和医疗设备。对病人和家属解释病情时,必须征得带教老师同意,否则一切后果由学生本人负责。

Article 6   During the work, interns must carry out the system of instructing and reporting earnestly, abide by the Supervisor 's instruction strictly, and shall not give prescriptions, handle the patients individually as well as sign the consultation sheet, operation notice and all kinds of certificates without authorization. The instruments and medical equipment shall not be used without the approval of the Supervisor. When explaining the illness to the patient and the family members, interns must ask the Supervisor ’s permission, otherwise he or she shall be responsible for all the consequences.

第七条  实习期间一般不得请假,如因病、因事急需请假者,应按规定办理请假手续。

Article 7  During the period of internship,the interns are not allowed to ask for a leave usually . If someone is sick or has something urgent, he or she shall go through the formalities of asking for a leave according to the regulations.

第八条  损坏公物,照价赔偿。

Article 8  If someone damaged the public property , it must be compensated according to the set price by himself/herself.

第二章     实习管理

Chapter Two  Internship Regulations

第九条  男实习生给女病人作妇科检查时,应有女医护人员在场。除因值班或抢救危重病人的工作需要外,夜间九点以后不得对女病人进行体检。

Article 9  There shall be female medical staff present when male interns perform gynecological examinations for female patients. In addition to the duty or the requirement of rescue, physical examination shall not be made to female patients after 9 p.m..

第十条  校内外实习人员需严格按照学校和医院统一的要求安全住宿,未按要求住宿而导致的一切人身财产安全、交通安全以及其他意外事故等均需由本人自行承担一切后果。

Article 10  The interns shall accommodate in accordance with the requirements of the school and hospital. All the problems of personal or property security, traffic safety and other accidents caused by breaking of requirements shall be borne by themselves.

第十一条  校内外实习人员按照学校统一安排分组到各医院实习。各小组成员需按照医院和学校要求统一居住在一起,相互帮助。小组各成员有权利和义务相互监督彼此的实习情况,发现有成员违反留学生实习规定的行为应立即向带教医生和班主任老师汇报。因未及时向带教医生和班主任老师汇报违法违规者行为而造成一定后果的,小组所有成员均需承担由此引起的连带责任。

Article 11  The interns shall practice in group according to the arrangement of the school. Members of each group shall live together and help each other in accordance with the requirements of the school and hospital. Each member is obliged to supervise others. Once a member is found to have violated student practice regulations, he/she should immediately report to the Supervisor and the class director .If not, all the members shall be responsible for the consequences.

第十二条  按时出勤,不得迟到、早退、中途离岗或旷课;凡无故迟到或早退三次,按旷课半天计学时。

Article 12  Interns must be punctual and cannot leave early or midway late or absent. Whoever lates for no reason or leaves early three times will be counted as absenteeism for a half day.

第十三条   学生因正当理由请假,必须办理书面请假手续:一天以内,由带教老师审批;一天以上,三天以内(含三天)由医院科教科审批;三天以上,转报学校审批。学生请假期满,因不可抗拒原因,不能及时回到实习岗位,必须通过电话等方式办理续假手续。凡未经请假、请假到期未归、续假未经批准及请“霸王假”等擅自离开实习岗位者,一律按双倍旷课论处。

Article 13  Interns who leaves due to proper reasons must go through the following procedures.Leave within one day, you need to be approved by your Supervisor. If it is more than one day, less than three days(including three days), you need to apply to the Science and Education Section of the hospital.If it is more than three days, you need to transfer to the school (your class director) for approval. If the leave expires, due to irresistible reasons, the intern can not return to the internship positions timely, you must go through the procedures to extend the leave duration by telephone and other means. Interns who donot ask for a leave, return punctually, apply for extending the leave duration or leave internship positions without approval ,he or she shall be punished as double absenteeism.

第十四条  带教老师将执行严格的考勤制度。考勤根据科室分为内科、外科、妇产科、儿科、感染科、五官科和急诊科等7项,根据医院排班为计算单位,由带教老师登记并签字,方可生效。

某科室实习旷课(包括请假)达该科室实习总时间的1/2以上者(含1/2),取消该科室实习鉴定成绩。即该科室实习必须重修,并缴纳重修费(每科室300美元)。所有7个科室实习旷课(包括请假)达实习总时间的1/3以上者(含1/3),取消该生所有实习鉴定成绩。即推迟一年毕业,由留学生本人提交书面申请,与低年级一起再次实习,并缴纳所有学费和实习费用等。

Article 14  The Supervisor shall carry out the attendance system strictly .Attendance is divided into seven parts according to the Department of Internal Medicine, Surgery, Obstetrics and Gynecology, Pediatrics, Infectious Diseases, Ophthalmology and Otorhinolaryngology, Emergency. According to the hospital schedule as the arithmetical unit, it will be admitted as registered and signed by the Supervisor .

If absent (including asking for a leave) in a department more than 1/2 (including 1/2) of the total internship time, the department record will NOT be accepted. Which means the internship of this department must be retake, $300 per department. If absent of all the seven departments (including asking for a leave) add up to 1/3 (including 1/3)or more of the total internship time,then all of the department records will NOT be accepted.Which means the intern will be postponed one year to graduate and a written application should be submitted by the intern himself/herself. Then complete the graduation practice with the junior grade and pay all the fees related(including tuition fee and internship fee,etc.).

第十五条  实习期间总缺课量(包括请假)达1/2(含1/2)及以上者,给予休学至少一年处理,休学期满后经本人申请,学校审核通过,再次安排实习,并缴纳所有学费和实习费用等。不同意休学者,予以退学处理。

Article 15  During the internship period, interns with total absence of 1/2 (including 1/2)or more (including leave) will be given suspended at least one year’s treatment. Students can apply for completing the graduation practice with a written applycation after the suspended period. The university will arrange it after approving by relevant office.If a student couldnot accept the suspension then he/she will be dropped out of school.

第十六条  违反医院实习纪律,情节严重,被实习医院开除或者退回学校者,实习总成绩作“零分”处理,推迟一年毕业,由留学生本人提交书面申请,与低年级一起再次实习,并缴纳所有学费和实习费用。同时学校将根据情节轻重给予相应纪律处分。

  Article 16 Someone violates the hospital disciplines, if the circumstances are serious,such as being dismissed or being returned back to the university by the hospital, the internship score would be graded as "zero" ,and the student will be delayed one year to graduate, and should submit a written application to complete the graduation practice with the junior grade and pay all the fees related(including tuition fee and internship fee,etc.). The university will take disciplinary action according to the seriousness of the case at the same time.

第十七条  节假日   实习生无寒暑假,根据带教老师排班情况休息。春节假期按实习医院安排执行。必须服从科室安排和工作需要,同学之间不得互相顶班。

Article 17  About Holiday, there is no winter or summer vacation for interns. The student should follow the schedule arranged by the Supervisor. And it is the same for the Spring Festival holiday. Everyone should obey the relevant arrangements of each department and the requirements of each position, nobody is allowed to work as a substitute for other students.

第三章   班主任职责

Chapter Three  Duties of Class Director

第十八条  严格按照学院制订的实习学生分配计划完成本班学生实习分配及实习干部选定,做好实习学生的思想工作。

Article 18  The Supervisor should accomplish the assignments,the selection of monitors as well as the psychological counseling work strictly according to this Administrative Provisions formulated by the university .

第十九条  定期了解本班学生实习情况,进行实习学生的思想、学习、纪律检查,随时报告实习情况,并及时处理本班学生实习过程中的各种问题。

Article 19  The class director should  inspects the sentries regularly, make a inspection on intern's mindset, study and whether the student comply with the disciplines or not, always ready to report their situation to the school and solve problems and help the student during the period of the graduation practice in time.

第二十条  留学生实习结束,负责收集、整理本班学生实习鉴定手册及毕业生信息登记表,配合有关部门完成本班毕业生档案整理。

Article 20  The class director are responsible to collect and sort out all the Graduation Practic Manuals and the graduates' information registration forms by the end of the internship.And The class director need cooperate with the relative departments to finish the arrangement of the graduates’ files as well.
